The Blind Spot in American Education: We Stopped Measuring Writing

Intro

Writing is the foundation of thought. When students write, they plan, evaluate, revise, and make meaning. When they don’t, those cognitive processes fade. Yet for nearly two decades, the United States has operated without a shared measure of student writing, leaving a national blind spot in the very area most responsible for developing critical thinking.

Writing and critical thinking are deeply intertwined through the shared mechanism of problem solving. Flower & Hayes’s cognitive process theory remains foundational, but contemporary research extends this view, highlighting the centrality of metacognition, the importance of structured instructional strategies, and the promise of digital tools. As educational contexts evolve, ongoing research must address cultural, disciplinary, and technological challenges to fully realize the potential of writing as a vehicle for critical thinking development.

Problem

The United States has not measured writing at the state level since 2007. That is the official record. As NCES notes, “State assessment data in writing was last collected in 2007 for grade 8.” Since then, no NAEP writing assessment has reported state‑level results, and writing was quietly removed from the national assessment cycle.

In the absence of measurement, writing requirements across K-12 and higher education have steadily eroded. Only seven states still require any writing assessment for graduation. Students now enter college with far less experience producing long‑form writing, revising extended arguments, or engaging in sustained analytical reasoning. They are increasingly accustomed to short responses, closed‑ended items, and “micro‑writing” (Graham et al., 2025)

During the same period, indicators of critical thinking have declined. ACT analytical reasoning subscores are at a 20‑year low (Pew Research Center, 2026). U.S. performance on PISA mathematics, OECD’s global proxy for problem‑solving, has fallen below the international average, with the 2022 decline three times larger than the previous cycle (Zhu et al., 2025). Faculty concerns mirror these trends: 90% of college professors believe generative AI will diminish students’ critical thinking skills (Watson & Rainie, 2026). 

The pattern is unmistakable: as writing expectations fall, so does the cognitive infrastructure that supports critical thinking.

Discussion

When schools reduce or remove writing requirements, they unintentionally reduce the cognitive processes that writing activates. Writing is a metacognitive act. It requires students to plan, monitor, evaluate, and revise their thinking. Neuroimaging research confirms this: metacognitive monitoring and self‑regulation during writing engage distributed prefrontal‑parietal networks, including the anterior cingulate and hippocampus (Hulbig, 2026). These are the same networks responsible for higher‑order reasoning and problem solving.

Instructional research reinforces this neurological picture. Explicit teaching of writing strategies like planning, organizing, drafting, and revising consistently improves writing quality across skill levels (Graham et al., 2025). These strategies operate at both the micro‑level (sentence construction, vocabulary, grammar) and the macro‑level (argument structure, genre conventions, coherence). Graham et al.’s meta‑analyses show moderate to large positive effects, with self‑regulated strategy development producing particularly strong gains. Simply put, writing skills are thinking skills.

When these instructional opportunities disappear, so do the cognitive benefits. Students lose practice in sustained reasoning, evidence evaluation, and iterative revision, the very processes that define critical thinking. As Kuhn (1999) argues, critical thinking depends on the integration of cognitive skills, dispositions, and metacognitive capacities. Writing is one of the few school‑based activities that engages all three simultaneously. When writing becomes optional, critical thinking becomes accidental.

Writing is the discipline that builds thought. Remove the discipline, and you remove the thinking it produces. Here are two key questions K-12 leaders must consider:

How has the quiet disappearance of long‑form writing shaped the way your students think, reason, and make meaning? What patterns have you noticed in your classrooms as writing expectations have shifted over the past decade?

The national data tells one story. Your classrooms tell another. And together, they may reveal the most important instructional question of our time.
